Opera Mini was founded way back in 1995 in Norway. Initially, a beta version was made available in Norway, Denmark, Sweden, and Finland. So the country in which Opera Mini was founded and still continues to run is in Norway. The only link between Opera Mini and China is that the company has 80% of the investment from Chinese companies such as Beijing Kunlun Tech Co. Ltd & Qifei International Development Co. Limited.

Both these companies own 80% shares in Norweigan company Opera, which happens to develop Softwares such as Opera Mini, Opera Mobile.

So speaking from the operations point of view, Opera Mini is a Norway-based company where most of its offices are located. Speaking from controlling authority, Opera Mini can be controlled by Chinese investors as they own nearly 80% of the shares. The tech companies country origin is determined from the place where operations are conducted and not by the companies investing it. So the Opera Mini app belongs to Norway.
